Perceived threats to his power, real or imagined, were punished or killed. One of his sisters, Livilla, even participated in a plot to kill him (set up by another sister Agrippina) in the plot of 3 daggers. After this foiled plot, he became an even more dangerous, debaucherous, self-absorbed, and reckless tyrant. His excesses required tax increases, substantially decreasing his popularity.
